It is an honest-to-goodness mangle! I just have to get a large dowel rod and mangle fabric and I will ba able to cold mangle my cellulose-based fabrics. I am soooo excited!

I have been to the Norwegian museum in Decorah Iowa and they have on display, a larger set up like this which was used to finish fabric, like making a felted wool fabric, using the carved wood side to give friction (like a wash board) to the washing of the wool fabric.  Maybe this is what you have.  Usually the hand mangle has a smooth edge.  This would give you a vibrating or bumpy action that would not be conducive to doing it for very long.

I dunno. I got a 2" dowel and wrapped the dampened fabric around it and tried it out. It was a little work seeing as I am short and I used some pressure. It seems like one round using the mangle is like 6 rounds using a marble rolling pin on a marble board which is my usual cold mangle process. The fabric on the left was mangled, the fabric on the right is not.
